Government Plan for equality in respect of the year 2012-2016

Presentation ICRAM : Initiative Concertée pour le Renforcement des Acquis des Marocaines. (Concerted Initiative for Strengthening the Moroccan achievements.)

The Governmental Plan for Equality in respect of the year 2012-2016 ."ICRAM" defines a convergence framework for different initiatives aiming at promoting equality between women and men and integrating women's rights in public policies and development programs. It is also a tool for the declination of the commitments made in the Government Programme for the year 2012-2016.

The plan "ICRAM" is based on the founding principles of the Constitution of 2011 and the Millennium Development Goals, which aspire to build new social relationships between women and men, ensuring a fair and equal participation in the design and monitoring of policies and development programs in various areas and fair and equal sharing of benefits and profits from such participation. The government plan for equality was adopted at the Governmental Council held on the 13th of June 2013.

PGE fields

The PGE includes 8 areas and 24 objectives, translated into 156 actions provided with quantitative and qualitative indicators . These actions are divided between the departments responsible for implementation in respect of the year 2012-2016.

PGE monitoring mechanisms

The Ministerial Commission for the coordination , monitoring and evaluation of the Governmental Plan for Equality

The Government Council adopted on the occasion of its meeting of Thursday, June 27, 2013, Decree No. 2-13-495 establishing the Ministerial Commission for the coordination, monitoring and evaluation of the Governmental Plan for Equality .

This Ministerial Commission is responsible to:

  • Encourage the different government officials and incite them to implement the PGE programs, while mobilizing all the necessary arrangements;
  • Discuss legislative and organizational provisions necessary to implement the actions of PGE, in relation to the principle of equity and equality, according to article 19 of the Constitution;
  • Deal with the challenges and obstacles related to the implementation of the PGE,
  • Approve the annual report prepared by the Technical Committee.

The Commission shall meet at the request of the Prime Minister or the delegate department at least once a year, according to the agenda proposed by the department in charge of the promotion of women's rights.

The interministerial technical committee in charge of monitoring the implementation of the PGE

The MSFFDS has  established the interministerial technical committee  as part of the same decree, the establishment of the Interministerial Commission composed of  directors , designated as permanent focal points in charge of  monitoring the implementation of commitments and departments and  coordinating  their initiatives for better performance and efficiency in the field of gender equality.

This Committee is  responsible for:

  • Collection of all data and statistics necessary to monitor  the implementation of the PGE actions  by the Ministerial Committee;
  • Preparation of draft decisions and guidelines with a view  to submit them to the Ministerial Commission;
  • Presentation of proposals on  the programs of annual activities relating ro the  PGE implementation ;
  • Enrichment of periodic reports on the  PGE achievements and its submission for approval to the Ministerial commission

An information system for monitoring the PGE

The information system for monitoring the PGE has been established with a view to monitor the implementation of the PGE's commitments relating to each ministry, through:

  • The translation of each strategic action into a roadmap to determine the levels and turnaround times for each ministry;
  • The appointment of a manger for the  preparation of  roadmaps  for each ministry;
  • The integration  of roadmaps in the information system with a view to determine the level of implementation and the obstacles encountered.
  • This is a self-assessment approach within each ministerial department and interministerial coordination

In this respect, four training sessions has been organized for different departments and social pole. Similarly, an accompanying information guide for the PGE implementation has been  developed as a tool to support the transversal integration of gender equality  in the government programs and initiatives (ITEG guide).

PGE's Partners

In order to guarantee a concerted implementation of the policy of gender equality, Morocco enjoys the support of international partner organizations, in particular the European Union.

With a value of 45 Million Euro, the Support Programme for the Governmental Plan for Equality undertaken with the European Union, is formulated through a an approach focused on tangible results, translated into indicators and targets  to be achieved,  between 2012 and 2016.

According to the financing agreement signed Jon the 3th of july 2012, such support is divided into three components:

1.Direct budget support, approximately EUR 38 million, allocated following the achievement of  the previously defined  targets:

Indicator 1: The national legislation is amended with a view to protecting women against all forms of violence.

Indicator 2: Services and devices for the protection of the rights of women victims of violence are established  and strengthened.

Indicator 3: The professionals of the legal profession and enforcement are sensitized and trained on the implementation and promotion of women's rights.

Indicator 4: Legal provisions and mechanisms to eliminate sexist stereotypes  in the media are established

Indicator 5: Behaviors, attitudes and practices in the areas of gender-based violence and marriages of minors are moving towards greater protection of  women's rights.

Indicator  6: Provisions promoting equity in recruitment and career development of women in the public service are implemented.

Indicator 7: Devices for incorporating gender in ministries, parliament and in municipalities are institutionalized

Indicator 8: Women's political participation  is reinforced

2.Technical support  4 550 000 Euro : 


  • Provide technical assistance enabling the Ministry of solidarity, women, family and social development to (i) monitor the implementation of the  Government Plan for equality  (PGE)  (ii) support institutional capacity of the various ministerial departments partners in the EU support program to the implementation of the PGE (iii) develop knowledge on topics  in connection with the (PGE) and especially the EU support program;
  • Mobilize experts for short-term interventions to provide specific expertise or technical support to accompany the implementation of certain activities of the EU support program on the one hand and, on the other to carry out studies, surveys, evaluations, training services, etc. in compliance with the objectives of the support program;
  • Develop and implement a strategy and a communication plan for the Government Plan for equality

3.Component: Grant to  non-State actors.: 2 000 000 €

The management of this component is entrusted to the Social Development Agency (ADS) following the delegation agreement between the Ministry and the Agency.

A call for projects was launched targeting projects from associations operating in the field of  promoting and strengthening of women's rights and equality.

The support concerns the following areas:

-Combating stereotypes

-Fighting violence against women

-Strengthening women's political participation; 

-Supporting women's access to legal protection.
